What is a unique way to solve the problem of children in armies?

Bangladesh's governement says there are no armed groups in Bangladesh's territory, so the question is non-existant. I am supposed to represent Bangladesh in a Model UN conference and help sole their problems. However I cannot think of any unque ways of stopping children from jining these groups or stopping people from recruiting them. Also, how can I represent a country if they refuse to admit they have a problem? You would be a life saver if you could help! Thank you so much!
